When learning Sarf charts, some examples are words like لا تستغفرْ (Don’t seek forgiveness). Is it allowed to say such words when practicing Sarf charts?

Yes, this is permitted, as you’re not addressing another but simply practicing Arabic. Also, the expression has a sound meaning: Don’t seek forgiveness from creation.
