If a woman completed her haidh on the morning of the 12th, but had to go to Mina for Rami and didn’t get back in time to complete tawaf e ziyarah before Maghrib, does she have to give Dam?

I am understanding the Tawaf of Ziyara you refer to is synonymous to Tawaf of Ifadah. According to Hanafis Madhab, you must wait until you are clean to perform this Tawaf. In Al Hidayah it is mentioned in the chapter of Tamattu: If a woman comes under her monthly course at the time of her Ihram, she is to bathe and wear the Ihram and is to do what the other pilgrims do, but she is not to perform the Tawaf of the house until she attains purification. (1) Also, the Tawaf pf Ifada/Ziyarah is required for you to be out for the state of Ihram i.e it must be done. As for the delay, if there was any, then Dam must be paid due to the delay of Tawaf Al Ifadhah (2)
