Answer:
(Fatwa: 301/204=L/1430)
According to Hanafi Fiqh, any mosque where five times regular prayers are offered, it is makrooh to hold second jamaat therein. If second jamaat is held with azan and iqamah, then the three imams (Imam Azam, Abu Yusuf and Muhammad) agree that it is makrooh tahrimi (to an extent of haram). If the azan and iqamah is not repeated and the salah is offered away from mihrab, then Imam Abu Yusuf regards it lawful and Imam Abu Hanifah also regards it makrooh only (not tahrimi). (Kifayatul Mufti 3:148)
The way prescribed by Mufti Anees Sahib is not free from being makrooh; therefore the remaining people should offer salah individually if they want to offer there. If there is any shop, house or open place outside the main mosque where jamaat is possible then it can be done there, as it is mentioned there.
