If a person is travelling somewhere and they will be staying there for more than 15 days except for one journey in the middle of that period then are they a traveller? i.e If a person goes from London to Manchester for 16days however they know that on day 7 they will be making a day trip to Cardiff then would they be a traveller throughout their stay in Manchester? What should they do if they did not shorten during this period?

Yes, in the above case one is a traveller throughout your stay as you are travelling to another place which is above 48 miles. If you travel less than 48 miles from within your destination i.e. Manchester, then you will not be a traveller, but will remain a resident throughout.
If one does not shorten ones prayers then one will have to repeat the prayers in the shortening format (qasr).
