in the last rakat of any namaz, what is the minimum a person has to recite before he can make salam? if a person recites the tashahud and then simply says “Alahumma Salli-‘alaa Muhammad” and makes salam, is his salat valid?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

Assalamu alaikum wa rahmatullah

It is necessary (wajib) to recite the testification of faith (tashahhud) and an emphasized sunnah to recite the Blessing on the Prophet in full, so your prayer is valid but you left a sunnah.
