RE: Shortening prayers behind resident imam?

In a recent email, it was said that it is wajib for the Hanafi to shorten their prayer when traveling. Is it still wajib for the Hanafi to shorten if in a place where the regular salaah is being established? For example if one is considered a traveler, but attends a gathering where it is most certain that the people present will pray as a jam’ah; can the Hanafi just pray the normal salaah?

When a traveler prays behind an imam, one follows the imam in the number of rakats prayed. [Nur al-Idah]
