Is the following a Hadith of Rasulullah (sallallahu ‘alayhi wa sallam)?

Yes. This is a Hadith recorded in Sahih Muslim on the authority of Sayyiduna Abu Hurayrah (radiyallahu ‘anhu).
(Sahih Muslim, Hadith: 46)
Translation
He will not enter Jannah whose neighbour is not safe from his evil/harm
And Allah Ta’ala Knows best.
