Is the story about the rain being stopped because of the sinner in the time of Musa (‘alayhis salam) and then rain pouring down because of his repentance authentic?

This incident is cited by Imam Ibn Qudamah Al-Maqdisy (rahimahullah) in his famous book: Kitabut Tawwabin, pg. 80 without any chain.

It is possibly from the historical (Israely) narrations, which one is allowed to quote as long as it -like in this case- does not contravene our Shari’ah.

In Surah Nuh, Allah Ta’ala promises rain if the people repent.
