1) What is status of people who call themselves Ahmadiyas in an Islamic state. If we study muslim history like in Iran in 19th century followers of false prophets like the Bahais were ordered to be executed for believing a man to be a prophet. Since Ahmadiyas also believe in a false prophet, can they be allowed to live in an islamic state or should they be killed?
2) Can muslims treat Ahmadis with kindness and fairness or if muslims tolerate them that will be like committing kufr?

Both these sects are not regarded as Muslims.
Unfortunately, there is no proper Islamic state.
We treat all humans with respect, fairness and kindness, irrespective of their beliefs.
