Can a Muslim woman reside by herself in a foreign country for Islamic studies?

My question is regarding travelling without a Mahram for Islamic studies. I read your fatwa regarding this topic; however I still have a query. You said that it is not permissible for a woman to travel without a Mahram for optional studies; does that mean a woman can travel with a Mahram but resides alone in another country while her Mahram goes back after taking care of things? Please clarify…

In the name of Allah, the most Beneficent, the most Merciful.

Answer

As long as a Mahram travels with the Muslim woman to that country and also accompanies her on the way back to their homeland, then it will be permissible for a Muslim woman to reside in a foreign country by herself as long as it is safe for her to do so.
