Question 

In the Hanafi Madhab, I read it is permissible to shave the back and chest hair but contrary to decency/khilaf e adab is this the same as Makrooh if so which type of Makrooh?

Answer

To remove hair from your neck is permissible. However, to remove hair from your chest and back is against good practice or conduct (Khilaf Adab). Therefore, with regards to your question, it is more preferable to avoid removing hair from your chest. ( Fatawa Hindiyyah p.358 v.5 & Ahsanul Fatawa p.77 v.8)

Khilaf Adab is in the meaning of Makruh Tanzihi.
