i am presently living in delhi but iam actually from kashmir. i am visiting to my native place after three to five months.I am staying at home for less than 15 days. my question is that am i a musafir at my home and allowed to pray qasar namaz. if i am staying more than 15 days. than what is the ruling
In the name of Allah, Most Gracious, Most Merciful
Assalaamu `alaykum waRahmatullahi Wabarakatuh
If you have permanently moved to Delhi and made it your home, then you will be a musāfir in Kashmir. If your stay is for fifteen days or more, you will pray full, not qasr. On the other hand, if your stay is for fourteen days or less, then you will pray qasr.
However, if your stay in Delhi is temporary, such as for work or education purposes, and you have not decided to make Delhi your home, then you will not be a musāfir when you go back to Kashmir. You will pray full, not qasr, regardless of the length of your stay.
أدنى مدة الإقامة عندنا خمسة عشر يوما
(المحيط البرهاني، كتاب الصلاة، الفصل الثاني والعشرون: 2/388؛ إدارة)
وكذلك إذا دخل وطنه الأصلي أو مصرا صار وطنا له بأن كان اتخذ فيه أهلا صار مقيما وإن لم ينو الإقامة

وأما مدة الإقامة فأقلها خمسة عشر يوما عندنا

ثم الوطن الأصلي يجوز أن يكون واحدا أو أكثر من ذلك بأن كان له أهل ودار في بلدتين أو أكثر ولم يكن من نية أهله الخروج منها وإن كان هو ينتقل من أهل إلى أهل في السنة…ولا ينتقض الوطن الأصلي بوطن الإقامة

(يقصر حتى يدخل مصره) يعني وطنه الأصلي (أو ينوي إقامته نصف شهر ببلد أو قرية)
قال الإمام الطحطاوي في حاشيته:
(يعني وطنه الأصلي)…والإطلاق دال على أن الدخول أعم من أن يكون للإقامة أو لا
