In raffles, tickets are sold, with only the winner receiving the prize. This is nothing but clear gambling. Individuals are staking their wealth and the return is dependent upon whether their raffle number is selected or not. The money spent in purchasing a ticket may be completely lost or it may bring with it more.

A gift is voluntary and is not given in return for money. Thus, the tickets are being sold for the actual prize while the sweets are only for attraction.

Gambling is specifically prohibited in Quran and Hadith. Therefore, the aforementioned scenario would not be permissible and should be abstained from.
