Khilal of the beard (KB) should be done three times after washing the face. (Durr ul Mukhtar, Mariquil Falah and others)

There are four opinions about KB!

1)Wajib- Opinion of Saeed bin Jubair
2)Sunnat- Imam Shafee and Imam Yusuf and in one narration the opinion of Imam Muhammad as well.
3)Mustahab(Preferable)
4)Permissible- Imam Abu Hanifah and Imam Muhammad and this is also the opinion of Imam Malik. What is meant by permissible is that if one does it, then it will not be considered an act of Bid’ah. (With a strong ‘ayn :))

In the book Mabsut, preference has been given to the opinion of Imam Yusuf. So according to Imam Yusuf, KB is sunnat three times after washing the face. This has been the accepted opinion and it is the most correct.

The above applies when the person is not in the state of Ihram. IF he is in the state of Ihram, then it will be makruh (undesirable) for him to do KB because
there is a fear that a hair might be broken whilst doing KB. And we have been prevented from breaking even a single hair in the state of Ihram. (Ruddul Mukhtar)
