Is it permissible to use an electric “beard” trimmer to remove pubic hairs instead of a razor?

Yes, unless harm is feared.

Is it permissible to use hair removing creams?

Yes.

Is it permissible to use waxing/sugaring as some women do?

Yes.

What is the maximum length of time between removal before the hairs become makruh?

It is recommended to trim every 7 days; it is permitted to delay to 15; beyond 40 is sinful.

What if someone doesn’t remove hair for longer than this period, is there a legal penalty?

No. The Qadi usually does not look at people’s private hair. It is a religious sin, so one should repent.
