Cheating the Government

Question:

Assalamualaikum,
 
I’m living in Holland and some of our married brothers are cheating the government in this way:
 
If you are married and you don’t have work you can get a social salary from the government which is the minimum to live, which amount is about 1000 EURO
 
Now some of our married brothers are divorcing on paper for fake (but still living together) to get both a social salary (for a unmarried person the social salary is about 700 EURO) so they will have at least a income of 1400 EURO if both person don’t work. But if the man is going to work and for instance he will earn 1200 EURO + the social salary of his wife 700 EURO so they will have income of 1900 EURO.
 
Is it aloud to divorce for fake on paper to cheat the government in this way?
 
somebody told me even if you are divorcing for fake in Islam matters you are really divorced and your wife is Haraam for you is this true?

To cheat the government is not permissible.  Generally to make a fake divorce on paper is not permissible.  It is feared that this person will be divorcing his wife for real by writing out a fake divorce.
