Reading Quran during menses – Can menstruating women read Quran?

Assalamu Alaikum
Mufthi Sahib, What I want to know is that whether it is allowed to read any Qur’an Ayaths during the monthly periods as sometimes it so happens that it becomes necessary to recite and give Sura e Fathiha to somebody but due to the periods it becomes impossible. Please explain me in detail as many a learned Mufthis say that it can be recited by way of Duas. What does it mean? Is it possible to recite the last few Ayaath of Sura e Baqara while sleeping during these days?
Can the Masnun Duas at the time of sleeping, Masnun Duas of morning and evening etc. which are in the books of Baithul Ilm Trust too, be recited during the periods since they are not Ayaath of Qur’an? Can you please let me know what and what could be recited during these days as I am in great confusion?

Yes. It is correct and permissible to recite those Blessed Ayaths known to be bearing meanings of Duas and normally read purposely as Duas, during menstruating periods too, with the intention of Duas and Wadheefas and not otherwise.
