Multiple Ṭawāf before ʿUmrah Ṭawāf or before ʿUmrah Saʿī

Question

Due to Covid-19 restrictions, access to the Maṭāf area is restricted by the authorities. It is only possible to perform ʿUmrah once. It is not possible to perform ʿUmrah again and Ṭawāf is also not possible. In light of this, is it advised to perform several Nafl (optional) Ṭawāf before the ʿUmrah Ṭawāf or after the ʿUmrah Ṭawāf before the ʿUmrah Saʿī? Please advise.

Answer

When a Muʿtamir arrives al-Masjid al-Ḥarām, he should perform the ʿUmrah Ṭawāf first as this is the most important. Thereafter, he should perform Saʿī and avoid nafl (optional) Ṭawāf because this will delay the Saʿī which is discouraged. If a person does perform nafl (optional) Ṭawāf first before the ʿUmrah Ṭawāf, the nafl Ṭawāf will automatically be regarded as the ʿUmrah Ṭawāf and the second Ṭawāf will become the nafl Ṭawāf and thereby result in the Saʿī being delayed without a valid reason.

Therefore, one should avoid performing extra Ṭawāf before or after the ʿUmrah Ṭawāf. Once the Saʿī is complete, if one is able to perform Ṭawāf, they can do so. We understand that currently there are three-hour slots given to those performing ʿUmrah, so if one wishes to perform nafl Ṭawāf, this can be done after Saʿī. However, if one is unable to perform nafl Ṭawāf due to the restrictions, then Inshā Allah, they will rewarded based on their intention.

قال رحمة الله السندي في لباب المناسك (ص ١٩٨): الأول طواف القدوم، وهو سنة للآفاقي المفرد بالحج والقارن بخلاف المعتمر والمتمتع ومن بمعناه، فإنه لا يسن في حقهم. وقال (ص ٦٥٣): ليس لها طواف القدوم، انتهى. وقال (ص ٢٠٣): السابع: طواف التطوع، وهو لا يختص بوقت إذا لم يكن عليه غيره، انتهى. قال علي القاري في شرحه: يفيد أنه لا ينبغي أن يتطوع ويكون عليه غيره من الطواف ونحوه من سائر الفروض. وقال علي القاري (ص ٢٠٦): (لو قدم) أي من سفره (معتمرا وطاف) أي: بأي نية كانت (وقع عن العمرة) أي عن طوافها، انتهى. وقال رحمة الله السندي (ص ٢٤١): إذا فرغ من الطواف فالسنة أن يخرج للسعي على فوره، فإن أخره لعذر أو ليستريح فلا بأس به، وإن أخره لغير عذر فقد أساء. قال القاري: أي لتركه الموالاة التي هي سنة بين الطواف والسعي. وقال السندي (ص ٢٥٤): فصل في سننه، الموالاة بينه وبين الطواف۔
