Whoever despises the sultan Allah disgraces him

Is the following Hadith authentic? Can it be quoted?

من أهان سلطان الله في الأرض أهانه الله

Whoever insults Allah’s sultan on earth, Allah disgraces him

Answer

Imam Tirmidhi (rahimahullah) has recorded this Hadith and has declared it sound (hasanun gharib). It can therefore be quoted.

Someone had found fault with the leader of the time wearing fine garments saying that he is wearing garments of the sinners [fussaq]. Sayyiduna Abu Bakrah (radiyallahu ‘anhu) was present and said, ‘Remain silent, for I heard Rasulullah (sallallahu ‘alayhi wa sallam) say, Whoever demeans/despises the vicegerent/leader of Allah on earth, Allah will disgrace him”

(Sunan Tirmidhi, Hadith: 2224)

And Allah Ta’ala Knows best.
