Learn the rules of trade before trading

Where is the narration to the effect where Sayyiduna ‘Umar (radiyallahu ‘anhu) would not allow anybody to trade in the marketplace until they knew the laws of trade.

Kindly supply the Arabic as well as the English

Imam Tirmidhi (rahimahullah) has recorded the following narration:

لا يبع في سوقنا إلا من قد تفقه في الدين

Sayyiduna ‘Umar (radiyallahu’anhu) said:

‘Only those who have the knowledge of [the rules of] Din may trade in our markets.’

(Sunan Tirmidhi, Hadith: 487)

Imam Tirmidhi (rahimahullah) has declared this sound (hasan gharib).

Shaykh ‘Abdul Hay Al-Kattani (rahimahullah) has a dedicated chapter on this in his book: At-Taratibul Idariyyah, vol. 2 pg. 29-34.
