Is it mandatory to move ones lips when reciting the Quran in salah?

Wa’alaykum as Salam wa rahmatullahi wa barakatuhu,
Allamah Ibn ‘Abidin has mentioned three different opinions in the Hanafi school of thought on how soft recitation should take place. He says:
اعلم أنهم اختلفوا في حد وجود القراءة على ثلاثة أقوال : فشرط الهندواني والفضلي لوجودها خروج صوت يصل إلى أذنه ، وبه قال الشافعي وشرط بشر المريسي وأحمد خروج الصوت من الفم وإن لم يصل إلى أذنه ، لكن بشرط كونه مسموعا في الجملة ، حتى لو أدنى أحد صماخه إلى فيه يسمع ولم يشترط الكرخي وأبو بكر البلخي السماع ، واكتفيا بتصحيح الحروف
“Know that scholars differed with regards to the minimum requirement for recitation (qiraa’a) into three opinions:
1. al-Hindwaani and al-Fadhli made the condition of recitation the emergence of sound that reaches his ear. Imam As-Shafi’ has also taken this opinion. This is the view of Imam Shaafi’i.
2. Bishr Al-Muraysi and Imam Ahmed stipulated that the sound should leave the mouth even if it cannot be heard by the ear, but it must be hearable overall so much so that if a person was to place their ear to his mouth it would be heard.
3. Al-Karkhi and Abu Bakr Al-Balkhi did not make hearing a condition and settled for correct pronunciation of letters.

The above conditions can only be fulfilled if a person moves his lips. Hence, it would be neccessary for the prayer to be valid.
