Yes, payment should be done for the raw material which was used to make up that item.

Wa’alaykum as Salam wa rahmatullahi wa barakatuhu,
If a person is not authorized to destroy the Haram devices/gadgets/instruments/items of another, but he still destroys them, then he should pay for the basic cost of the item. That means he should pay the price that manufacturers and factories wholesale that item for.
