Can a menstruating woman read Manzil as part of her maamulat?

1. Why isn’t a menstruating woman in India allowed near a janaazah or to give ghusl to the mayyit when the Shariah doesnt have any such ruling ? is it a custom we inherited from the Hindus or is there any islamic basis for it ? Because in the Arab countries, there is no such restriction . 2. I read manzil daily as a maamulaat, Can a mestruating woman read Manzil when her periods are on just as a part of her maamulat?

The uncleanness of menstruating woman is hukmi (as per the rule) not haqiqi (real). However her body is clean in the state of menstruation. She can knead flour, bake bread, go near janazah and give ghusl to dead person. Those who forbid they might be Rawafiz, since they consider menstruating woman as najis (impure); they do not eat the food cooked by menstruating woman.
(2) Menstruating woman cannot recite the holy Quran and Manzil.
