Q: Is it permissible for a woman to make salaah with a long skirt and burka over (nothing underneath the skirt) or must she wear a pants under the skirt?
A. If the skirt is thick and not see-through, and movement does not cause the skirt moving in such a manner that a portion of the Satr (that which must be covered) to open, the Salaah will be valid. However, it is best to wear pants under the skirt.
