Assalam O Alaikum, What is the ruling of Shariah about using illegal water and electricity in a masjid. Illegal means theft of electricity and water without paying for it.

It is unlawful to use water and electricity illegally in mosques. Theft is sinful act whether committed in mosque or outside, rather committing theft in a holy place like mosque is more heinous.
