Can one pray Zuhr, Asr, Maghrib, and Isha behind an imam who didn’t recite Fajr?

If any imam does not recite Fajr prayer with or without jamat, and we are allowed to perform other namaz as Zuhr, Asr, Maghrib, Isha behind him?

بسم الله الرحمن الرحيم

(Fatwa: 1043/906/B=11/1439)

If he does so without any Shariah uzr (excuse) merely due to negligence and carelessness and he has become habitual of it then such imam at first be convinced if he abides then it is better, but if he does not and continues missing Fajr jamat then praying salah behind him will be makrooh tahrimi.
