Answer:

Imam Bayhaqi (rahimahullah) has recorded this as the statement of Sayyiduna ‘Umar ibn Al Khattab (radiyallahu ‘anhu).

(Shu’abul Iman: 7042. Tabaqat Ibn Sa’d, vol. 3 pg. 222 and As Sunanul Kubra of Imam Bayhaqi, vol. 8 pg. 162 with slight variation in the wording)

Translation

Sayyiduna ‘Umar (radiyallahu ‘anhu) said:

“People will remain on good as long as their leaders and guiders are on the straight path”

And Allah Ta’ala Knows best.
