In the Shafi’i school, sperm and female sexual fluid (the same ruling applies to female sexual fluid) are not considered filth. However, upon sperm exiting, it is obligatory that one make a ghusl before one could pray.
It is possible that he not have to make wudu, and only perform a ghusl, but it is unlikely for the following two reasons:
1) If his sperm exited due to stimulation from his wife, then he most likely broke his wudu anyways, by touching her, her private parts, or by pre-ejaculate exiting from him.
2) If his sperm exited from him (say an unmarried man) in a wet dream, then he would have to take a ghusl, and he might touch his private parts during that ghusl to wash himself, which would break his wudu.
So, although, in our school, it may sound strange that the exiting of sperm or sexual fluid does not break one’s wudu, most of the time, other things occur with it, that do.
