Some times small girls make two pony tails on their heads, is it permissible?

It is allowed if the hair of young children is tied behind the head with rubber bands, clips, etc.) in one group or two, with the intention of managing and maintaining their the hair so that it does not get into the eyes or mouth etc and look messy.
