Is it halal to get a full-body wax (including private parts) if it is done by another woman? What is the ruling on this?

No, it is not permissible to get a full-body way. It is impermissible for a lady to show the area between the navel and the bottom of the knees to other ladies, except in cases of necessity, such as to a doctor. [Quduri, Matan al-Quduri]
Bear in mind that not exposing this area to others is an act of worship, so you will be rewarded for this. You can try to find an alternative method of removing the hair yourself. It may be inconvenient, but you will be rewarded in this life and the next for it.
