If a woman has an orgasm without penetration or using her hand, is it considered masturbation?

I consulted a scholar about masturbation and its definition, and he mentioned that an orgasm that is achieved by any means other than through one’s wife is unlawful. This includes tantric masturbation or envisioning the unlawful.

One is not morally responsible for a wet dream, and it is not sinful.
