My mother has 6.5 tola of gold، Is Zakat obligatory upon her?

(1) My mother has 6.5 tola of gold. She doesn’t have anything else in her possession. Is Zakat obligatory upon her? (2) My wife possessed the value of the Nisab. Other than gold, she has the documents of a piece of land she had purchased to build a house but she has not yet taken actual possession of the land, nor has she completed its payments. Does she have to give Zakat on this plot of land also? (3) I had purchased a piece of land on which I have allowed my brother to live until I decide to sell it. Now my brother is leaving the house but I do not want to sell it. Instead, I will rent it out. Will I have to give Zakat in the value of this house?

If along will 6.5 tola of gold, the questioner’s mother has any silver, cash or merchandise whose value equates to 52.5 tola of silver, and a year has passed upon them, then she must give 2.5% of their value in Zakat. And if not, Zakat is not due on merely 6.5 tola of gold.
As for the land purchased by the questioner’s wife to build a house and the land owned by the questioner himself (i.e. that he wants to rent out), Zakat is not due on their value.
