Please mention a reference for this narration as well as the Arabic text:

Umar (radiyallahu ‘anhu) said: “Do not be fooled by someone who [only] recites the Quran [without practicing], for it is merely his verbal utterance. Rather look [with envy] at the one who acts upon it [together with reciting it].”

Hafiz Khatib Baghdadi (rahimahullah) has recorded this narration of Sayyiduna ‘Umar ibnul Khattab (radiyallahu ‘anhu).

(Iqtida-ul ‘Ilmil ‘Amal: 109)

Arabic text

قال عمر بن الخطاب: لا يغرنكم من قرأ القرآن، إنما هو كلام يتكلم به، ولكن انظروا من يعمل به

And Allah Ta’ala Knows best.
