أَبُو عُبَيْدَةَ، عَنْ جَابِرِ بْنِ زَيْدٍ، قَالَ: بَلَغَنِي عَنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، قَالَ: رَسْمُ الْمِدَادِ فِي ثَوْبِ أَحَدِكُمْ إِذَا كَانَ يَكْتُبُ عِلْمًا كَالدَّمِ فِي سَبِيلِ اللَّهِ ، وَلا يَزَالُ يَنَالُ بِهِ الأَجْرَ مَا دَامَ ذَلِكَ الْمِدَادُ فِي ثَوْبِهِ

The source that you have cited is an unknown one. The authors who enlist the various collections of Hadith books have not made mention of such a kitab.
Furthermore, the traditional biographers of Hadith narrators and Hadith authors also don’t mention the author of the source in question.
Recent biographers mention him to be a Scholar of the Ibadi sect; a deviant group.
