I asked a question to a Scholar about why the Tabligh Jamat does not give d’awah to non-Muslims, and he said there is Quranic evidence for the priority of approaching Muslims first. He put forward the first few verses of Surah Naba, and a narration that’s linked to it.
The narration is where Rasulullah (sallallahu ‘alayhi wasallam) gave priority to the leaders of the Quraysh instead of a blind Muslim man, and he had approached Rasulullah (sallallahu ‘alayhi wasallam) a few times, but Rasulullah (sallallahu ‘alayhi wasallam) turned away.
Can you cite the original source of this Hadith, and whether it is authentic?

The narration in question is authentic and appears in the following sources:
Sunan Tirmidhi, Hadith: 3331, Sahih Ibn Hibban, Hadith: 535 & Mustadrak Hakim, vol.2 pg.514.
One should note, that if an individual is fulfilling a particular responsibility (in this case, encouraging muslims to be more upright and practicing), one should not deter him from such.
