With regard to the last Hadith of Mishkatul Masabih, is the word recited as one تَتِمُّوْنَ [with a fathah on the taa] or تُتِمُّوْنَ [dammah on the taa]?

The correct way is with a dammah on the taa, i.e. تُتِمُّونَ.
