If a person read 8 rakaats tarawih would he be able to read 12 afterwards?

Can a person lead the congregation reciting from the Quran whilst in Salah?

In the name of Allah, the most Beneficent, the most Merciful.

Answer

If a person read 8 rakaats then he should complete the remaining 12 rakaats afterwards. One can perform the remaining rakaats after Witr Salah or straightaway and read the Witr later on by himself.

In regards to the second question, to read from the Quran in Salah will break the Salah. (Raddul Muhtar p.384 v.2)
