What is the ruling on the ruler who rules with other than Allah’s Law (the Shari’ah)? Is this not an act of KUFR?

Relevant verses from the Qur’an: 6:57, 5:44, 18:26, 6:62, 7:54, 12:39-40 ?It is the ijmaa? of the Ummah that if you dismantle the Shari?ah it makes you a kafir and you should be fought until you return to the Shari?ah.? [Tafsir Ibn Kathir (Vol 2, Pg 64. Explanation of 5:50] ?It is known of Islam by necessity that if you dismantle the Shari?ah it makes you a kafir and such a person is similar to those who implement a part of the Book and reject faith in another part of the Book.? [Fataawa of Ibn Taimiyyah (Vol 28, Pg 524] Also, one of Allah’s Names is Al-Hakam (The Judge). Insha? Allah, please clarify this issue. Jazzakallahu khair!
