If a latecomer sees that the Imaam is performing Ruku

Answered as per Hanafi Fiqh by Askimam.org

Aww when a Musalli is coming to join a jamat and the imam is already in ruku The musalli will raise his hand & say takbir then should he fold his hands for few seconds or after takbir drop his hand and go straight into Ruku to join the imam.

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

If the Imaam is in Ruku, the person joining the Salaah should say Allahu Akbar raising his hands up to his ears in the standing position and then without folding his hands below the navel, he should join the Imaam in Ruku. The takbeer tahrimah (opening takbeer) must be said in the standing position and not while going into Ruku.[i][ii]

It is preferable for a person to say two takbeers.[iii] One for takbeer tahrimah (opening takbeer) and the second takbeer as he is going for Ruku. If he feels he will miss the rakaat, he may suffice on the takbeer tahrimah.[iv]
