Can Zakat donations be used to pay employees’ salaries in Deeni madaris according to Qur’an and Hadith?

Assalamualaikum I am a student of a Deobandi madrasa in Pakistan and my darja sabia is going to start now. As my studies were progressing in the madrasa, I noticed a few unusual things in Madaris. Since I am a student of chartered accountancy also, I have observed that the financial system in deeni madaris is very poor especially the use of donations. Donations such as Zakat are collected and after doing a particular sort of Heela (i.e. the substance of that money is changed from Zakat money into normal usable money), it is even used for paying salaries of employees. Millions of Rupees collected in the name of Zakat are used in this way. I would like you to please clarify this issue to me in the light of Qur’an and Hadith. I hope you will answer my question soon.

By a strategy accepted in Shari’a due to a compelled situation, if ownership is transferred , although there is an allowance to utilize it in spending on the said fields, yet , it is not correct to make it a practise and should refrain from it.
