Qurbani meat to non-Muslims

My question is I am living in India, where 88 % are not muslim, in qurbani can we give meat of qurbani to non-muslim in India. Thanks

In the name of Allah, the most Beneficent, the most Merciful. Answer

The owner of the animal has the choice of either keeping all the meat or giving away all to his family, friends or por. It is best to divide it into three parts. One for personal use, one for family and friends and one part should be distributed amongst the poor. (Hidayah p.435 v.4)

If a person has enough wealth which makes Qurbani wajib upon him, it is not wajib to distribute the meat, thus the distribution of the meat is considered as a gift or an optional sadqah (Sadqah Nafilah), therefore it will be permissible to give the meat to non-muslims although preferable not to.

If the Qurbani is of a vow, it is wajib to distribute the meat; therefore it cannot be given to non-muslims.  Its recipients are the poor.   (Imdadul Fatawa p.551 v.3)
