Offering Salah at home without a valid excuse

Is this Hadith reliable?

Nabi (sallallahu ‘alayhi wa sallam) said:

“Whoever hears the Adhan and does not respond to it [i.e. does not offer Salah at the Masjid], then [his Salah at home] has no [value], except for those who have a valid reason”

Answer

Imam Ibn Majah and Imam Hakim (rahimahumallah) have recorded this narration on the authority of Sayyiduna ‘Abdullah ibn ‘Abbas (radiyallahu ‘anhuma).

Imam Ibn Hibban and Imam Hakim (rahimahumallah) have declared the Hadith authentic and ‘Allamah Dhahabi concurs.

Some Muhaddithun like Imam Bayhaqi (rahimahullah) have preferred the version which is attributed to the Sahabi (i.e. the mawquf version).
