Is it permissible to make up missed prayers after ‘asr or between fajr and sunrise?

Answer:

بسم الله الرحمن الرحيم الحمد لله رب العالمين و صلى الله على سيدنا محمد و على آله و صحبه و سلم أما بعد

Yes, it is permissible to make up missed prayers after the fajr and ‘asr prayers, regardless of whether one is making up obligatory prayers or supererogatory prayers (such as the duha prayer or the emphasized sunnas before and after the obligatory prayers).
