Our endorsement goes along with the research of Justice Taqi Usmani as you mentioned. We should follow his opinion, in another words on the opinion of 18° because there is precaution in it. However, one should be careful with the ‘fajar’
prayer, one should pray it with a little delay. And while doing ‘suhur’ one should try to eat as early as possible.
