Is repeating the dhuhr prayer after jumu’a required for hanafis since the condition of sultan is not fulfilled? if so, is this also true in Muslim country’s because of the absence of a khalif or even a righteous sultan governing by sharia?

Why would repeating Zuhr be required?

As Imam Ashraf Ali Thanvi and other great scholars have explained, the condition you mentioned [without mentioning its essential details] is not a condition in of itself but, rather, a means to ensure that there is no dispute regarding the establishment of the Friday prayer. He went on to show that the fuqaha mentioned that in the absence of the sultan, if the Muslims agreed on a khatib such a Friday prayer would be valid.

If repeating dhuhr is required, is there any “dislike (karahiya)” in missing the jumu’a prayer in the masjid?

Of course! Whoever misses the Friday prayer without a legally accepted excuse is sinful. The Prophet (Allah bless him and give him peace) strongly warned against missing this prayer, for reasons and wisdoms obvious to us all, especially in the West.
