Is it necessary to wait for about half an hour after the end of sahri in Ramdhan for the fajar salah or we can offer fajar four rakat immediately after the end of sahri timing

No, stopping one’s suhur (pre-dawn meal) around ten minutes before Fajr time enters is a recommended sunna–not obligatory.
