Is it permissible for children or young men to dye their hair blond or any other color following the western trend?

It is not proper to do so, given the motive. However, this is merely a symptom of a deeper problemdistance from deenwhich is what needs treatment.
The sunna of the Beloved Messenger of Allah (Allah bless him and give him peace) is to encourage people and to positively draw them towards the good. This inevitably busies them from the bad.
The Prophet (Allah bless him and give him peace) said, “Make things easy; do not make them hard. Be encouraging; do not cause people to turn away.” [Bukhari and Muslim]
And Allah alone gives success.
