Are there any good hanafi fiqh manuals in English?

Nothing that is both comprehensive, well-produced and reliable, yet.

Is Hashya of Ibn Abidin translated to English or Urdu?

Urdu, yes. But it is a very technical work, suitable only for those with extensive fiqh training. It would be like us trying to use advanced pharmaceutical manuals … we would not understand much, let alone be able to find suitable medicine.

Which Hanafi Fiqh manuals in Urdu would you suggest (not Behisti
Zaywar)- preferably well-organized, properly presented and structured -somewhat of comparable quality to the Reliance?

Not sure. My readings are in Arabic literature. Most of my Urdu collection are fatwa works and texts on contemporary issues.

Is there any work in English where one can get some familiarity with the basic Usul of the Hanafi Fiqh?

Shibli Numani’s biography of Abu Hanifa (translated) is quite good. And Ayesha Bewley translated an intellectual biography of the 4 imams, which too is useful.
