Raising the hands when making istilaam

Q: In Muallimul Hujjaaj under pehle chakkar ki dua, it is mentioned that when making istilaam from far, a person should only raise his hands the first time. Is this correct?

Bismillaah

A: He should raise his hands in every round.

And Allah Ta’ala (الله تعالى) knows best.
