In regards to Fatwaa no. 016/04 does it mean that plucking of the eyebrows is allowed if they do not become a thin fine line as indicated by Abu Dawood who mentioned that the Naamisah is the one who plucks eyebrows so that they become thin and fine?

Answer:
Yes it is permissible for a woman to trim and pluck her eyebrows for neatening purposes only. It must not be thinned out into a fine line as is the practice of the Kuffaar and modern women.
